Without a domestic partnership it will be difficult to enter the family shelter system with her boyfriend, if there's no domestic partnership paper, you need to have years worth of paperwork & mail to prove common law marriage/relationship. The next issue is since she is currently married she's not eligible for a domestic partnership. The only way around the issue is to apply and hope to get temporary 10-day shelter for applicants whose application is being reviewed, usually because they need to provide documentation. The problem with it is, there's no guarantee of getting accepted for temporary shelter, plus it's a huge inconvenience, because if you're unable to provide the necessary paperwork in the 10-day time limit, you have to start all over again reapplying at Path & go through the entire application process again, typically being placed in a different location & while this is going on you do not receive any services to help you, so you really just get stuck in a revolving limbo.
That might just let her in only with her kids
