Just call the 800 number for the DMV in richmond and have them set up what ever you need. Please start calling around 7:55 and just redial until 8

Keep calling the number and have someone new try 2 help him create an account the only other thing that I can think of is him showing up at dmv and asking someone there 2 help him create an account I'm sorry but it's all I got
