Have a friend who just took in a dog but he very mean no has bit her many times now doesn't have 100$ surrender fee. Is there somewhere else to take the dog with out paying that much?

Check with local rescues, they do not have surrender fees.

Unfortunately not. I'd recommend a trainer versus just giving up on the dog.
