Never been to this airport. Picking up around 9:30 pm. Am I allowed to wait in the lane for arriving passengers? I know at other airports, I was not allowed to be in lane unless passenger was actually waiting outside terminal.

You could as long as you stay in the car, but not for too long. However, if you park in the short term parking lot, the first 30 minutes are free. And there's really not much distance from the lot to the building itself.

It's such a small airport, that even if you're waiting in the cell lot or whatever you're up to the outside doors within about a minute and a half.

You can wait in the cell phone lot.
