It depends on how long you have had the dog. Within thirty days for behavior issues there is no fee. Still, it's a horrible thing to do to a shelter dog, so i hope you have contacted a dog behavioral trainer to help you. It takes shelter dogs two weeks to just feel not stressed from the shelter environment.
Try brushing the dog frequently (there are some rubber-palmed brushes that work great. I have also heard of the furminator...not sure what type of dog you have) and lint rollers. I rely *heavily* on lint rollers.
I don't know about a return fee but once I asked if they took abandoned kittens and they said there was a fee for each animal they took in, at that time even if I was trying to keep them safe as barely born were abandoned I couldn't afford to pay for them so we kept them and now known as the" Cat woman " that feeds them all that are hungry, it has truly made a difference in my life . Sometimes it's rough at the beginning with all relationships being people or animals , sometimes the pet you got can be more understanding and comforting than a person, I found that out as I never really had a kitten or cat for a pet. If you absolutely can not keep the dog you can transfer ownership to another home for 3$. But yeah please dont send it back to the shelter if you have any choice.
