I don't work for them. So I believe it is up to 90 days prior to your registration. Usually they send out a registration notice around 30-45 days prior to the registration being due. On your notice you will see if your vehicle requires emissions.
Yes..you can test anytime you want. If you wait until Apr.. you pay more for your tag. Obviously late charges...
