I don't work for them. So I believe it is up to 90 days prior to your registration. Usually they send out a registration notice around 30-45 days prior to the registration being due. On your notice you will see if your vehicle requires emissions.
Go back to surprise going to the office area and they will correct it for you

If you need emissions to get plate renewed. You actually should be able to download a form that says your car is out of state. You get that form verified by a policeman (at a station) and you send that form back in to your state. They will require a test when car returns to state its plated in

Anyone can drive the car. Alone or with someone else. I've driven my sister's car, without sister. Driven my dad's car without him. Shrug. As long as you pay, and you pass, they don't care.
Most 2014 and newer do not require testing in 2018. Vehicles newer than 1966 but older than 2014 must be tested and pass to be registered in Arizona, repair waivers can be obtained under some circumstances. If you cant afford to repair your vehicle to pass emissions, Arizona has a Voluntary Vehicle Repair Program which will pay up to $550 for repair of gasoline vehicles for info go to azdeq.gov/VECS
