Is there beach were you can swim with your dog or st least wade in the water with your dog ?

No there is not, unfortunately.

Not sure what the 'lakes' in North Lakes Park refers to, but there is a artificial pond in the area. Unfortunately, there is no natural shore area with sand. It is all dirt and not good for recreation. There is a small barge that some people fish from and you can walk a section of the berm along the 'lake'.
