If I do not have my son's SS card, is there any other document I can bring to get his permit? Can I bring a tax document? Or can I bring a document from the SS office stating I have applied or ordered a new one?

I know they need either birthday certificate or passport to show proof of citizenship

Birth certificate needed also, get copy court house if you don't have one. You can also use current passport.
