Are we allowed to get our own tables/chairs for a party in case the pavilion is booked?

I've seen people bring their own tables, chairs, and canopies when they plan on having a barbecue or party next to the baseball field or vollyball court at neighboring Juergins park I found the park rules at the City of Tomball website. There's nothing that forbids bringing tables and chairs, but there is something about special events, which would involve 100 or more people.
