Yes you do need to make an appointment. My recommendation would be to go to www.ilsos.gov/departments/drivers/appointments/home.html so you don’t go to the facility and waste your day. And last piece of advice would be to make the online appointment at 7:30am on the day your going to visit. The website for the Secretary of State starts to let you make your online appointment when their facility opens. I tried to make the online appointment the night before and it would not let me - best
