Yes, it is free, but you don't really get a great view of the Statue of Liberty from this park. And yes you do have to pay to ride the ferry to get closer to the Statue of Liberty. This park has a nice walkway, a nice monument and a nice view of the city of Manhattan with the Freedom Tower!
