They don't have a three bedroom option but let me just say that their two bedroom and one bedroom options are excellent. The floor plans make use of every square foot and the grounds are kept in pristine order. At night the grounds are well lit and they have a night security guard on staff that checks the grounds and responds to tenant emergencies. For the price you get quite a bit more than in any other apartment.
I don't think Desert Lakes has a 3 bedroom, just a 2 and 1 bed. As far as utilities and rent, water is $20 per person on the lease, and electric is separate from the rent.
