For the 305 program, you can live anywhere in Nevada, not only Las Vegas. You would be able on apply for the Interstate Compact only after you have completed the time on the 305 program and were officially granted parole by the Parole Board. 305 has different costs associated with each aspect, so speak to your caseworker in your facility. Also, there is no financial help for the program. You would have to have a sponsor to assist you with the cost(s).
You can apply for Interstate Compact and transfer your parole or probation somewhere if you have verifiable roots there. Regarding the house arrest, you'd have to wait for someone who's more knowledgeable to comment.
