If you want to be at a cabana i sugest you to call and reserve... It does not matter how early you get there if the spot has been previously reserved by someone else there will be an issue.
No, but in my opinion it would be better to reserve the tables when it's busy it can be hard to find a table.
I don't think so. They are public. Parks. But if you wanna get or reserve a cabana / tables area. You need to get the real early when the park open. And have some just sitting there with some party supplies so they know it's taken.
