Isn't it a health code ..to not have a public restroom at a place that has food?

I dont believe a drive up/ drive thru has to provide a bathroom. They have to have a certain amount of tables before the provision has to be made

They are required by law to have a restroom for employees but not required by law for it to be public

They have to have at least one restroom but there is no public code that requires they open it up to the public.

As far as I know there is a restroom for public to use but have to get a key from an employee
