Most travel website account for black out dates for there own, but if talking about a credit card thing with miles and such, you would need to call those directly. I am in Las Vegas now, and was for the unfortunate events here. All hotels with the exception of Mandalay Bay are open. The south strip opened back up already. Most cancelled shows are now back on schedule. I would still call each hotel you want to stay at to confirm before booking and not book any shows until you confirm they are back on schedule. Many Vegas employees and family were involved in the shooting and many venues are short staffed so their employees can take care of thier families.
The website usually has this information, but in light of recent events, I recommend calling the hotel directly.
