You can access Wet Republic if not a guest of the hotel. Price varies by type of spot you get (bed, cabana, etc.) Main pool is completely separate from Wet Republic.

You can probably slip in behind someone now until things get crowded.

Not need to pay as long as you are a guest you can use the pool but there is occupancy restrictions due to the virus. Only hotel guests can use the pool.

You have to be a customer at the hotel. In order to access any of the amenities that they provide you have to be a customer. If it's a vendor like a coffee shop or restaurant then you can use it without being a customer at the hotel.
