Dealers only. You are on a public site here I would suggest you contact them directly with further questions. There are fees, as auctions usually have buyers and sellers fees, so they can stay in business. If there are ever private party sales call them direct for info.
Only a dealer auction except for a couple times a year. Generally about once a month, there is a GSA (government vehicles) online sale that is open to the public.
