The only one ive seen actually on the pier is J.D's big game tackle 406 S Bay Front, Newport Beach, CA 92662
I googled for bait shops and there's 3, J.D'S Big game tackle, Let's Go Fishing and West Marine
All the local liquor stores have bait. I think - even the 7-11 across the street.
I believe boardwalk sports sells bait as well
No bait shops on the pier..try asking the fish market for scraps or where to buy.
I've been there many a time and can't recall a place where the public can purchase bait. There is a supermarket awfully close, maybe improvise.
