I have paid for renewal of my green card, and it has been almost a year, but have not recieved it. ...I cannot get hold of any reps at the phone number given...every time you request to speak with a rep, the system hangs up.

I would say give it more time because the building is appointment only. So you either keep calling or waiting for it.
