I don't see why not. My wife brought a huge bag with blankets and snacks for sitting on lawn. Just can't bring drinks inside
No backpacks are not allowed at any concert venue in the whole state but you may use a draw string bag that goes over the shoulders.

What is allowed inside above drinks (usually food too) which are banned by the venue is determined by the artists. If you are going to see Cher you are not bringing cameras... if you see Kid Rock you can.

Yes, they allow backpacks, you can bring the sling ones. They do search when you enter.
At the Paul Simon concert a couple weeks ago, anyone with a backpack was approached by staff and instructed backpacks were not allowed. Bags and blankets were, however allowed.
