Alterations are allowed as long as you ask & painting is also fine as long as you return it to the original color. Honestly, I've been here for 5 years & have good to excellent experiences with office & maintenance staff. I'm always comfortable with asking when in doubt.
Yes, you are able to do both as long as you restore the apartment to its original condition upon move-out.
I know the policies may vary *slightly* from property to property but I am a resident at a sister property and in my rental agreement it reads holes/mounting is permissible if the holes are smaller than a quarter. I was not told I was responsible to fill them upon moving out but I'm unsure of that is factual. Painting you would be required to restore to the original color before you move out without a doubt.

I dont believe you can mount a tv on the wall, no. Due to the rule of not hanging, nailing the wall in any way. And you can paint, yes. If only you repain the wall the same color it was before when you move out
