I know the exact rules. For a 50cc or lower engine for scooter u do not need a motorcycle license, just a drivers license. U also need a city sticker (small medallion) and a state sticker just like for a car. The medallion & sticker r 1/2 the price for a car. U do & should get insurance which is about $100 a year.

In the state of Illinois, yes. If the scooter goes over 30 mph, then you need an M or L class license, otherwise a standard D class license is fine.
