You can take the classes,but you can't do the range portion until you have your FOID card
My suggestion is get your Foid Card. You can do it yourself online and upload your picture pay the $10 and in about 30-40 days you will have it. You need to have it before your CCL card is issued because they have to do a background on you.
I took the CCL class while waiting for my Foid card to come in the mail. I had already signed up for it, but not actually received it. I think the state requires you to have a foid card before actually receiving your CCL card. I was able to take the CCL class, but i still couldn't purchase a gun until i received my actual Foid or CCL card from the state. Frankly, call Eagle for best way to navigate through the regulations.
No I you really don't get ccl here you take the classes there then they can help you apply for your ccl
Yes, you need your FOID to get your CCW, per State requirements.
FOID required by Illinois. You could probably take the class, but not get ccw. CCW is issued by State Police. See their website for requirements.
