Yes, it's open most of the year, but as others have said the winter/early spring months are too cold for some of the animals to be out, especially the turtles/reptiles. You can call them the morning of your visit to make sure the animals you want to see will be out.
Everything but the splash pad is open if it is chilly. But not all animals are there because of the weather
