No the course normally uses the 90 degree rule

Like most courses..they will keep carts on the paths if it is wet. But, usually it's 90 degree rule
Not usually but depends on conditions
On the weekend mornings, yes. But outside of that, it wouldn't be a horrible course to walk in the afternoon. Holes are all fairly close.
