"Rush hour" is not only for people driving cars. There are about 9 trains that stop at Woodburne between 4:30pm and 6:30pm. 6 of those are coming from Philly which is triple the off-peak amount of 1 per hour homing from Philly. There is also frequently a freight train that comes through between 5pm and 5:30pm.
There are actually 3 lines that run through there. There is the SEPTA Trenton Line & The CSX Freight Trenton Subdivision & the CSX Freight Fairless Branch which is on the other side of Rt 1. That Freight train runs from Woodbourne Yard to the Norfolk Southern Morrisville Yard, A local freight train. When they build that train it could take some time as they shift back and forth building the train. Freight trains are actually unpredictable, They can run at any time 24/7 from Florida to Upstate New York. It's all in the timing. As for SEPTA, Like Jen mentioned there are several morning rush trains and several evening rush trains. In between rush hours they run every 50 minutes or so. Again all in the timing.
