CSX owns the rail and boy they sure let you know they do. You can sit here anywhere from 15 minutes to 1-2 hours if you're unlucky. The best part is that sometimes the train will just sit there and keep the safety bars down or do what I like to call 'flossing' where it perpetually goes back and forth for 20 minutes. Absolutely insane this has been an ongoing issue for well over 10 years now and presented several times to the township and owner parties and nothing has changed. Septa runs thru here and it's fine, free parking but higher priced zone. Major roadway and there's a lot in the local area to go to from the station.

"Rush hour" is not only for people driving cars. There are about 9 trains that stop at Woodburne between 4:30pm and 6:30pm. 6 of those are coming from Philly which is triple the off-peak amount of 1 per hour homing from Philly. There is also frequently a freight train that comes through between 5pm and 5:30pm.
No. Parking is not free. You can pay in the main lot. But it's not expensive.
