What James said is incorrect. I thought the same thing but when the license plate agency in Edenton closed the closest one was Hertford. I was able to get my tags and title sent in at that location even though I was from Edenton. For id you can go to any DMV location
You can go to any DMV, but your vehicle must be in the same county. They have to track you some how
