No. In fact, you can get by traveling unaccompanied at age 14 without an government issued ID. Might be smart to have contact information if something happens.

It probably depends on where you're traveling, but I believe if you were traveling with a child it would be recommended to bring some sort of identification for the child... Especially in case of a drastic or unfortunate event where the child needs to be identified.
