No, they usually wont allow you to bring any outside drink besides regular water. But if you want they will allow you to bring it into their little cafe.
I wouldn't think it would be a problem as long as a lid was kept on the drink the entire time you were in the library, and was responsible enough not to spill any of the drink on any Library property.
