I don't think you need a pass. No where will you see parking pass required. Call the local police and confirm with them.
No is not but you have to have a permit for parking
the only fee is obtaining a parking pass to park in the beach lot. you obtain the pass(sticker for your car bumper) at town hall in southold on the main rd.
