It depends on the event. I can say with certainty that brought my 1 year old to a Sabres game and did not need a ticket.

Most NHL teams will let kids under 2 in for free but i read on a website that the Buffalo Sabres may allow children undrr 4 in for free. It is the only team in the NHL to do it.
