There are two lots at the Western NY Welcome Center. One lot is for cars including electric cars (they have three CHAdeMO chargers there). The other lot is for trucks (i.e. Tractor Trailers). The nature of trucking as such that I would expect there to be no problem for a trucker to stop at the center and sleep overnight in the truck lot. Likewise I can't imagine that there would be a restriction for someone sleeping overnight in a small camper. That being said I don't know for sure. I have not seen any signs stating overnight stays are not permitted. I would suggest if you are staying overnight to stay in the truck lot rather than the cars lot. The center is open twenty-four hours a day, has a dog run area- very convenient for travelers- exceptionally clean bathrooms, vending machines, and restaurant/ retail for New York produced products (very broad variety!) that is open 7 a.m. to 7 p.m.
I have never asked that question but on occasion when passing thru I have slept in my van in the lot. And no one has said a word to me. But I would stay in the truck/RV lot since you will have a trailer behind you.
I never asked that question. But you are right with your statements in th he question. So I would try it in stealth mode. (Make it look like you are just parked, not sleeping)
