Does she have an indoor or all terrain wheelchair? A good portion is cement, where steps there are alternate routes, in scree garden and lath house the stone path stone is secured so won't move. The arboretum is a WONDERFUL place to visit. There are restrooms in the education bldg, visitor center, the necessary. You can wander and explore, or get a map of the garden. If you look on the website you can see what is in bloom in case that is of interest. Depending on when you go, there is an upcoming event that could interfere so good to ck online events calendar so you are not disappointed. Open all year round. 😁

Yes you should be able to do a wheelchair as long as you start in the parking lot and of course stay on the paths without steps.
There are few rises in the ground, so a little up hill pushing but there are ramps and wide paths. Enjoy the gardens
