In the state of Georgia do you have to have a permit before getting a license?

If you have an out-of-state license, there's no need. You just have to be current resident of the state to transfer them over. If you have never obtained a license, then yes.

Depends on circumstances are you revoked then yes you will have to go get a permit but honestly it was super simple and I got my license within the same week of getting permit they just make you do simple computer test then road test super easy!
