Do i need a special card for 100 percent to go to px and commissary

Yes you will need a military ID card to get on base and to buy anything at the px or the commissary, even gas.

You must have, as a minimum, some sort of current DOD ID card.

I believe you need some kind of DOD identification. I would recommend calling or going to their website.
