Can an individual ship from a ground terminal

Yes

I work for FedEx and that's a question I've never asked but you can pick up a package there so I don't see why you couldn't drop one off.

I would imagine so. I usually use the fedex terminal located off Liberty Hwy located there in I believe that's considered Anderson. They take ground packages until 6pm.
