If you haven't already checked in then yes, you need to wait. Otherwise the gate isn't necessarily locked at 1030. At least the times I've camped there.
The gate locks at 1030 opens at 7. We were registered already and our rv was setup but no late entry. We parked and walked in.
You can park at the ingles grocery store parking lot overnight
As you drive up to the gate house, to the right up an incline, is a path to the host's site. They keep an eye out and come down, that is when we checked in. We always made it back by 10:30. Hosts are very friendly and helpful.
