Yes, you can either go to the front entrance and have someone tell the host, or go around to the Water Street entrance and ring the buzzer there. There is a ramp that will get you into the restaurant. If the Museum is open you can have the restaurant host tell the museum stuff that you would like access to the Museum. There's an elevator that goes to the third floor of the museum, but the staff has to open it for you.
I think so. Some of the areas might be a bit narrow but I would think its possible. The museum upstairs might not be accessible though since there are only stairs.
