Basically what everyone else has said. They can use some parts, the equipment requires paperwork and even then the options for equipment are limited at that age.
They can use the pool areas as they have life guards. They can't use the equipment alone unless you want to submit the required paperwork.
Yes, and yes they can use equipment, IF YOU GET THE DOCTORS ORDERS SIGNED & SUBMITTED PROPERLY.
