I do not believe smoking is posted as prohibited. There are no ashtrays made available. As a public yet resturant space, you can be asked to stop I would imagine.
I would hope so being that you're outside but who knows. If someone complains you may not be allowed to.
Smoking at any restaurant is illegal even outside. This is goes for the millennial vapers.
