If they don't answer for 45 minutes, pick a different restaurant and give them a bad review. You deserve better customer service.
You really just have to get lucky. Last time I tried ordering takeout I was on hold for the longest time and my sister called a couple times and they finally answered her after about 20 minutes. I think they are inconsistent with their phone right now because they are very short staffed and need more employees.
