Does the Jacob Javits Center the auto show have scooters for handicapped people who have difficulty walking

I don't think so. I didn't see any there!

No scooters or else unless you bring your own.

Call the Javitz Center and ask - I'm pretty sure they do have rascals for rent. Or go to NY International Auto Show website and inquire with Show Management 👍
