No, if you just go to the bar just make the line by the elevator around 20 min wait. But if you are looking to have dinner for sure you will need to book a table
For dinner you'll need to make a reservation and I believe it's £65 minimum spend. You don't need to book for drinks, but it will be a 15-25 minute wait to get in roughly.
