It's totally fine to be topless all day, and that's on the very eastern end of the beach. But you can get ticketed if you're bottomless or completely nude. The only legal completely nude beach in the area that I'm aware of is Gunnison on Sandy Hook Island in New Jersey, which is a beautiful beach
