Not sure, But I do know that lifeguards leaves at 6pm,and I've have left plenty of times after 7pm and it's still open,but they do have Police on the Beach 24/7.

Yes you can still go to Reese Park at 9:00 p.m. be warned there's no lifeguards at that time. I did see a patrol car there up until the time I left which was around 9:00 p.m.
