Yes you can reserve the gazebo it's usually like 10 bucks just talked to the town and they'll get you a permit

Yes. They even have bicycles you can rent at the east entrance of the park.

Is a Leisure Pass, or any other residential type pass needed to enter the park? If so, is this pass also needed during the winter? I live in Queens, NY.

It is always free to walk around the park and the municipal parking lots are just metered and don't require a permit.

Use fishbrain. Trout are stocked by the state. Perch, pickerel, bass, catfish and carp are all present, saltwater fish available at the spillway at times as well.
