The tour is at your own pace. So the more you read and watch the films the longer it will be. Yes it is senior citizen accessible.

Give yourself at least 90 minutes to enjoy the Center, 2 hours at a relaxed pace. Per the website -- "The Center is accessible to people with disabilities and meets all ADA requirements. Conventional wheelchairs and single strollers are allowed at the Center for Civil and Human Rights. If you or someone in your party needs a wheelchair, The Center has wheelchairs available for free rental usage. Front-facing baby carriers are permitted and encouraged."

About 3hrs if you actually take time to read and listen to the recordings, videos, and informational but you can move at your own pace. And they have elevators
